Your problem here is very constrained as phrased. I don't necessarily think that a palette change is going to give you what you want.
The solution I'd propose (which may require programming rather than just changing parameters in a config file) is to keep the colors they are, but to augment the blue text to make it more readable. For instance, if you could outline the blue text in a light color or lighten up the black background just around the blue text, it should stand out more.
I did a quick prototype of these ideas. The top is standard blue on black. The second has the gray around the blue text, the third uses the ligher blue, but has a dark blue underline (to distinguish it from light blue), and the last has a white outline. The outline is my favorite even though the prototype is a little off because I drew the outline by hand.
